New Delhi, Aug 5: Union finance minister P Chidambaram informed the Rajya Sabha on Monday that the process of creating Telangana has begun.

Making a statement in the Upper House, Chidambaram said there were clear guidelines for creation of new states in the constitution. He said several problems should be addressed as per the guidelines and the government was examining them.

Chidambaram said the home ministry would place before the union cabinet a comprehensive policy document. In it, there would be mention of issues including apportionment of water resources and power supply, apart from protection to people, their fundamental rights and other issues. He said after cabinet taking a decision on the matter, there would be debate on all these issues in the Parliament. He said the government would provide opportunity for a proper debate at an appropriate time.

Chidambaram was responding to the objections raised by the Seemandhra MPs who stalled the proceedings of Rajya Sabha on Monday.
